FIREARM TRANSFER AND SALE REQUIREMENTS
A private party transfer occurs when BOTH the buyer and the seller are in the physical presence of the transferring FFL (that means they both physically came into the store), and BOTH are CA residents, and BOTH have valid CA identification. If any other criteria exist, the transaction is by default a dealer transfer, not a private party transfer, and is therefore subject to the rules & fees of a dealer transfer (see Dealer Transfer below).

IDENTIFICATION AND PROOF OF RESIDENCY
Long Guns
DL/ID WITH PO BOXES ARE NOT ACCEPTED and above requirement applies.

Hand Guns
If the DL/ID does not have the current address, then another valid GOVERNMENT-ISSUED document showing the current residence address must be presented. Utility bills (privately owned company), Brown DMV change of address card, hunting license do not apply. Examples of acceptable documents: DMV Registration, City owned Utility Bill, etc. This is required for ALL firearm transactions.

LEGAL ALIENS AND NONIMMIGRANT ALIENS
Legal Aliens and Nonimmigrant Aliens MUST provide their current Resident Alien/I-9 Card AND 3 current consecutive months of Utility Bills to show proof of residency. Nonimmigrant Aliens MUST also provide a current Hunting License or Permit in addition to the above requirements.
GOVERNMENT ISSUED SECONDARY PROOF OF RESIDENCY REQUIREMENTS:
If your CDL/ ID does not have your current residential address, you must provide an additional Government-Issued Document to meet the proof of residency requirements. This document must include:
- Issuing Government Agency's Information
- Be valid: not expired or before its period of validity
- Buyer's Full Name (Must match ID and have any suffixes: Jr., Sr., II, III, etc.)
- Buyer's Current Residential address
- Be printed by the government agency that issued it and mailed to you
- Be printed out in a government office if picked up in person

FIREARM SAFETY CERTIFICATE (FSC) OR HANDGUN SAFETY CERTIFICATE (HSC)
- Effective January 1st, 2015, the HSC (Handgun Safety Certificate) has been replaced by the FSC (Firearm Safety Certificate).
- The HSC (Handgun Safety Certificate) is only valid for Handguns. Not Long Guns. The FSC is valid for both.
- HSC (Handgun Safety Certificate) is still valid for Handgun purchases until the expiration date on the card.
- We offer the FSC test at our location. Cost is $25 - $15 paid to the State and $10 dealer fee.
- This is a 30 question test and is required in order to purchase any handgun or long gun in the state of California as of January 1, 2015.

- X02 = Operation of Law Representative
- X03 = Handgun being returned to the owner
- X13 = FFL collector with COE (curio and relic handguns only)
- X21 = Military – Active Duty
- X22 = Military – Reserve
- X25 = Military – Honorably Retired
- X31 = Peace Officer – California – Active
- X32 = Peace Officer – Federal – Active
- X33 = Peace Officer – California – Honorably Retired
- X34 = Peace Officer – California – Reserve
- X35 = Peace Officer – Federal – Honorably Retired
- X41 = Carry Concealed Weapon (CCW) Permit Holder
- X81 = P.O.S.T. 832 PC (Firearms) Training
- X91 = Particular and Limited Authority Peace Officers
- X95 = Law Enforcement Service Gun to Family Member
- X98 = Valid Hunting License (long guns only)

FSD FIREARM SAFETY DEVICE
Effective January 1, 2002, the State of California requires that all firearms sold within the state, whether new or used, must be accompanied by a certified CA Department of Justice firearm safety device.
- Most manufacturers ship their guns with a lock, however not all are CA DOJ certified. Most new guns come with a cable lock. Locks are required for all guns, new or used, including lower receivers.
- We have locks available for purchase for $10.00 + tax or you may purchase a lock elsewhere and provide us with a receipt dated within the last 30 days for our records.

- If you have an approved gun safe, you are exempt from the gun lock requirement for long guns only. You can fill out and sign a Safe Affidavit to include with your file to meet this requirement. You must know your gun safe make and model and safety features for the Safe Affidavit.
